Took me a long time to get where I am, but anything is possible:
As a hobbyist under chapter 336 of FAA regs, all you need to do is notify the appropriate people you are flying within the airspace they control.
Get a working relationship going with those authorities. Once that is established, anything is possible.
A big thanks to Hill Country Memorial Hospital and all the governing authorities in my general area.
