Translation, as far as I can:
Freedom! On this place are one for hundred died, and for your coming, this path with own heart's covered.

Memorial is dedicated to the victims WW2. On this place, German soldiers killed one hundred civilians for one of his soldiers. In total, about 7000 citizens.
