FAA registration requirement returning for hobbyists

So what is that "While we have always said registration makes sense at some level, we have pushed for a more reasonable threshold and argued that if registration is to be implemented, the criteria, threshold and implementation should go through rulemaking." going to be ?...

And so, if we were already registered (and paid them $5 each time), are we going to have to do this again? Or will our old registration(s) be re-established (with the old numbers and old cards)? I sort of doubt it, what a great new revenue source (again)!

As long as you did not delete your registration here, then your registration is still valid. If you're currently choosing not to display your number on your drones, that does not invalidate your registration in any way.
